Parent Based Security hides Project Financial Department data

Hello,  We made a copy of the production database and moved it  to our Dev., and validated the data & configuration and then  applied Service Pack 4.  After Service Pack 4 was done, we checked our project financial settings and noticed that:  Entity-based Security, when set to "Parent", hides the Financial Department value in the Financial properties of all the projects. We tried adding the value back in, but the pop-up box shows up with no values to select.  When setting Entity-based security to "None", the values display in the Financial Department field and are selectable.  On Production which is on Clarity Version 12.0.0, setting the Entity-based security to Parent,  the Financial Department value can be seen and selected.  The same departments exist in both the Dev and Production environments.  Based on our configuration, we want to enable Entity-based Security to "Parent", and be able to see the values in Financial Department field in Project Financial properties.  Has anyone encountered a similar issue and if so, how were you able to resolve it? This may be a Service Pack 4 problem, but I am curious to see if anybody has encountered a similar issue.  Any help or suggestions would be most welcome.    Environment:Clarity 12.0.4TomcatOracle 10.2 G      Thank you,  Kartheepan.
