Timesheet Notifications not working after updating Resource Manager

we are early in our clarity implementation and have had recent issues with receiving timesheet notifications upon updating the employees Resource Manager.   Is the system smart enough to think the resource manager was somebody different during a particular time period or are we overthinking this and it is an issue with the process?   if so, we were told the timesheet notification process should automatically send to the resource manager without having to build any type of Process, is this true?  any help would be great  Thanks
