Business Objects:  Central Management Console not talking to port 6400

Can someone offer assistance as to why port 6400 is blocked.  There isn't a firewall issue and Clarity is the only application on this server.    It looks like we are having a  port conflict with the CMS server on port 6400.   The installation has completed  successfully but I'm  not able to log into  the CMS.     We didn't have this  problem before, however, after starting Apache Tomcat this issue appeared.   Attached  is a  screen print of the error and the config file and service status to show that CMS running is on port 6400.   Thanks!
