I would like to know whether CA Clarity PPM 13.3 is compatible with Linux RedHat Enterprise 7.0 and Oracle Database Standard One 12c?
"urmas" is correct, those posted are the supported versions of RHEL and Oracle Database.
On your question about the higher patches/updates, this would be the following:
RHEL 5.5 or later (such as 5.6, 5.7, and so on) and RHEL 6.4 or later (6.5, 6.7...) would be supported, unless any future update broke any critical functionality (very unlikely). Please be aware that Red Hat versioning is that any 5.x releases are the same OS release (same goes with any 6.x), they just have newer patches on installed packages. RHEL 7.x is a completely different release and it is not supported with any Clarity release so far (up to 13.3).
Oracle 12c is not supported by any Clarity release so far as well. In this case, for Clarity 13.3, only 126.96.36.199 and 188.8.131.52 are supported. This would mean that 184.108.40.206 is not supported at the moment on Clarity 13.3.

If you ask support for later versions you are likely to get the answer that hose are the versions against which Clarity v13.3 was tested. Other version have not been tested.
Thank you Urmas. We are trying to get in touch with the support but couldn't wait to put this on the community blog as I thought someone might have already passed through this before.
We have already been through the Release Notes. However the confusion was the following:
What is the meaning of any newer update release? Does it mean that any new version of Red Hat? The latest version as far as I know is Red Hat 7.0. If this is the case then why do we have 5.5 and then 6.4 mentioned since it would have been fine to just mention 5.5 and any newer version.
Similarly same with Oracle Database Standard. Does the higher patch level means the latest version which I think is not the case.
Can you please clarify.
