The app will be hosted by us and both customers are beginners with Clarity, so they'll start small with basic functions. We would prefer one installation per other CA products where multi tenancy is allowed, but not sure if it's the best practice.
If you make one installation for both that means they will be using the same data. Is that what you want?
Yes there is security which allows to restrict the users to access only their data, but the admin and others with administration access may access rights administration and that to any data.
Likewise database access is to all data.
There will be mishaps and security leaks as well so it will be shared data.
Further if there is a problem with HW, OS or SW that affects both.

You could also breach your license agreement.
Reconfirming what urmas has said, if they are different customers you may have legal issues in regards to data protection. (especially around resource data)
Appreciate that it would be easier to only maintain one environment though.
Have you considered using CA PPM on demand?
