Identity Manager Report Server is the Business Objects Report server, so all SAP related documentation will provide us the answers needed to answer this support question.
1. CABI 3.3 is BOXI 3.1 SP5
According to SAP BusinessObjects EnterpriseXI 3.1 SP5 for Windows Supported Platforms It looks like IE 9 is the highest supported browser version.
2. CABI 3.3 SP1 is BOXI 3.1 SP6
According to SAP BusinessObjects Enterprise XI 3.1 SP6 for Windows Supported Platforms IE 10 is supported.
So, if you're on CABI 3.3 or earlier, my suggestion would be to upgrade your report server to cabi 3.3 sp1 per this document:
