I would like to use APM studio and I am looking for APM-91-bundles.zip
The best way is to build the bundle yourself. It only takes a few minutes. Instructions can be found at APMStudio. Click on Installation --> CA Technologies Bundles.
Like guije06 I am encountering difficulties in finding/creating the bundles. I have found no ready made bundle downloads on the CA site which is Option A in the APMStudio bundle instructions, and the Option B instructions for creating your own bundle is rather thin on what exactly to include in the bundle zip. I gather that the files are present on your EM based on the instructions:
Option B) Use the appropriate Enterprise Manager bundles from your Introscope Enterprise Manager installation and create the folder structure according to the shown pictures below. The file enterprisemanager91.link contains only a reference to the EM: path=apmstudio/enterprisemanager-91
Based on the "Sample content of 9.1 bundle" image I probably need to zip up the ./product/enterprisemanager/plugins/ directory, but that has a lot of files in it. Is it just the JARs listed on the image I should be concerned with? The instructions are for the 184.108.40.206/220.127.116.11 version of APM, and I was able to find the equivalent of each file for my 18.104.22.168 install (listed below). APM has changed significantly since 9.1, so are there any files other than these that should be added for the newer versions of APM?
And with all the talk of bundles, do I also need to include the ./product/enterprisemanager/configuration/org.eclipse.osgi/bundles/ or ./product/webview/configuration/org.eclipse.osgi/bundles/ directories?
If you go to apmstudio.org, Andreas shows you the files you need to make your bundle. That really is the best way and not rely on us to bundle it for you.
You can maintain your own this way.
With that said, the bundle he made from APM 9.1 works for all versions of 9.1 - 9.6. I have not tried it with 9.7.
I should clarify the one JARs you need are the ones in the image on APM Studio; that's it.
Create the directory structure as the website states and create the shortcut link.
Start Eclipse and setup a new software update link to APM Studio and down the actual APM Studio files.
Once APM Studio is installed, you can just switch the APM Studio view to start setting up a connection to your APM environment.

I was able to get APMStudio to install, but there was one more file not on the sample list that I had to copy over before it would work: org.owasp.esapi_2.0.0.jar. For reference here is what I copied and where I copied it to, and the contents of the link file. Paths may be different depending on your environment.
Copy the below files from ./Introscope22.214.171.124/product/enterprisemanager/plugins/ into the c:\program files\eclipse\apmstudio\enterprisemanager-95\eclipse\plugins\ directory:
