I'm on a new implementation of IDM 12.6,

I just wanna modify the how looks like the "Welcome Page" for a user.

Any thoughts?

This is a very large topic, and the official information on this appears in the Bookshelf under "Administration" / "User Console Design Guide."

The short answer is that if you just want a quick-and-dirty change to this page, you can edit the login.jsp in the user_console.war directory.  You must recompile your jsp pages for this to take effect, and your changes will disappear when you perform the next upgrade, but that's the fastest way to make a small change.

How can I edit the position of this logo?(see attached image)

Changing the logo itself is done within the Management Console.  The logo's position would be handled the same as for other changes to the page design.  The long-term, persistent method is to create a custom skin using the instructions in the Bookshelf.  The temporary, quick method is to modify the .jsp files and then recompile.
