Besides the following options to make IE 11 compatible for ServiceDesk 12.9(as per ServiceDesk Matrix-https://support.ca.com/phpdocs/0/8165/8165_r129_CertMatrix.pdf):
- Add the CA SDM URL to intranet zone.
- Add the CA SDM hostname to the Compatibility view settings of the browser.
- Make sure that the Documentation Mode is set to Default.
