I want to execute a command line in a specific windows server when a windows service is stopped. I want to execute a command to send a SMS. How can I do it?

There isn't enough information in your question to give you a definite answer, but one solution might be using the ntservices probe to trigger an alarm when the windows service is stopped, and then use an Auto Operator profile in the nas to trigger on it, and send sms using the smsgtw probe.
However, I've never actually tested the smsgtw probe, so I am not familiar with how it works.
You can also trigger lua scripts with the profile, and I am sure you could make some magic to trigger the sms.
You can use SMSgateway probe or as many SMS operators provides web based service , you can use curl to send SMS with AO.
I haven't had much luck with the sms gateway probe. So I instead send SMS via an e-mail auto operator profile.
If someone has sprint for example, you would e-mail to: firstname.lastname@example.org and they would get an sms.

You could use LUA in an Auto-Opeator to generate an email. I believe there are examples here on the forum of sending an email with LUA.
