To simplify as much as possible I have tried importing the simplest example from the cm_data_import docco and even this throws the same error in the disco server on import.

I'm trying to utilize the cm_data_import as well. I created the XML file, made sure it was in the "import" folder, but it seems to do absolutely nothing. I don't even see it attempting to process the XML file. I even ran the "import_now" from the probe call-back. How did you get it to even attempt to import?
I'm on NMS / UMP 6.5 and tested this and it worked for me both from UMP and from the directory. I'm on Windows 2008r2, discovery_server and cm_data_import are both 6.5.
knewlin, you could try the import from Unified Service Manager in UMP as well (just to see if it works at all). Just expand the "Discovery" node in the treeview and hover over "External", it will display an icon on the right side that allows you to upload your XML there. I guess you should also check that that cm_data_import is running properly (has ip, port etc), and make sure that your xml file name is in correct format.
It also seems the probe creates extra log of processed imports in "Nimsoft\probes\service\cm_data_import\processed".. don't know if it gives any useful additional information for failed imports.
Unfortunately importing devices is broken with discovery server 6.6. You need to either downgrade to 6.5 or update to 7.0.
