Tunnel to Site with Redundant Internet

I am
configuring a tunnel for a remote site and an interesting dilemma
popped up. The site has a redundant internet connection and we need to
be able to monitor the site if one connection goes down. If we point
our tunnel at one IP address it may go down but the site will still
have internet access. If we originate the tunnel from their side I am
worried that if one connection fails and traffic is redirected through
the other pipe the tunnel would go down due to the IP mismatch.

Has anyone found a way around this. I considered using dynamic DNS, but only IPs can be authenticated. Any thoughts?
