we need to install the agent ITCA on 20000 machines and we need a smaller installation package weight to send it through Active Directory, it is possible someone has created  a package with a size smaller than 25 MB using packages on the media?

The smallest package available is just a little under 50MB. This is the English Only SD Agent package which is available in the Infrastructure Deployment packages library. This would allow you to get SD on the target systems then you can use a Software policy to deploy AM+RC using the SD Agent.

The only way to get a smaller package would be to deploy only the DMPrimer and the certificate. You would still then have to use Infrastructure Deployment to deploy the actual Agents but you would not need to provide credentials.
