14.2 Oracle Characterset Setting UTF8 migration to AL32UTF8

Our DBA has expressed concern about the new 14.2 Characterset change from UTF8(13.x) to AL32UTF8 (14.2).  Our DBA is saying the following:


A characterset migration will need to be performed. This is a non-trivial task and there is quite a bit of risk associated with it.  Although it is possible to move from UTF8 -> AL32UTF8 in-place, I would NOT recommend it as there is significant risk tied to it.  The in-place characterset migration process is extremely sensitive and any disruption would corrupt the database.  I think that it is significantly safer to create new databases on new servers and then migrate the data to that new DB. 

Has anyone else had success or issues with running the characterset migration?
