Multilingual Service Desk Manager v14.1

What is the best practice for implementing a Multilingual Service Desk Manager in v14.1? We used to build form groups to accomplish this in prior versions but was told this has changed in 14.1 and was tasked with accomplishing this and can't find any documentation on wiki or the Support Site.

 

Any advice would be appreciated.
