Issue: CA Spectrum install fails on Windows 2012 with the following error even though UAC is disabled:

SPEC-INT-20049 - insufficient privileges on <host> to create registry entries.

You can either turn off User Access Control (UAC) on or use the <host> user for Administrator authentication.

Root Cause: Even though UAC is disabled, there could also be local security policies enabled

For Spectrum 10.2.x on Windows 2012 R2 you might need to completely disable UAC by editing a registry setting.

The answer was to set the HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System EnableLUA registry key to 0x00000000 as per the following MSDN article here.  Following a reboot, UAC was completely disabled and the install worked correctly.
