2.Then System B returns a message to system A.

Yes,that's right.The System A belongs to Company A.The System B belongs to Company B and I work in Company B.I need to simulate System A for test environment and provide a webpage for inputting data.In other words, I need to develop a small System A.
Do you really want an user interface (a webpage) where user can input values?
If not, the simpler solution is to write a HTTP/S or Webservice or REST test step corresponding to whatever the actual webpage sends.
If you want a webpage, the LISA solution can complex to very very complex depending on how many webpages are there, what the webpage displays, the data flow and all. Basically it may be rewriting the whole webpage logic (whole application) which is not really advisable.
