Could you test the ODBC connection as below from command line -
C:\Windows>pdm_isql
.....................................
. CA Service Desk Manager Interactive SQL
. Start with command: connect userid*"password"@casd_<Servername>
Note: casd_<Servername> is the ODBC that has been created during the installation process either on 32-bit or 63-bit as per your environment
. Then standard SQL SELECT statements terminated with a semicolon
