I am getting below error during XOG. But actually already exist.

You don't give us much information to be able to help you - all we can say is that error message is generated when USER_NAME does not exist on CMN_SEC_USERS.
(The more information you give, the more people might be able to help you)
Ad David suggested, either the user name you mentioned in the XOG is not in the system or you might be hitting a design limitation where XOG reads the username case - sensitive so you might want to check the exact username in clarity and try giving the same in XOG. Yeah could just be a "case" issue - but we are really just GUESSING here.
Yes bear in mind XOG is very picky and case sensitive. Oracle as the db does not make it any more picky.

I can comment on this. Yes i faced similar issue and it was due to different "Case" of user name used in the xml script compared to the one created in clarity.
