Please if anyone can confirm this, I was just informed that UIM does not do availability monitoring ( as CA eHealth based on uptime). Instead UIM availability is actually just reachability.

Correct UIM uses reach-ability for most clients for our basis for availability.
There are several probes that can report uptime such as CDM and snmpget if you choose to use that instead
We use uptime option available on the cdm probe to calculate actual availability of the device.
I use net_connect ping QoS for availability. The logic of availability is based on the receiving any qos for a dedicated polling interval. If you receive QoS on every poll then yes, the device is available.
