Indeed, since 12.6.6 all the help, including console help, has moved to wiki.ca.com
The first option you have, for allowing the help to be available for machines without access to the internet is to utilize the PDF and make it available for the users to view locally.
Another option is to request for these html pages from Support, to allow users to view them the way it has been done in previous versions.
Noticed you have also raised a similar case with CA Support - feel free to utilize it for requesting html pages.
