is that more than those together?

The Project Edit Hierarchy All allows the user to add Children investments and Parent investments and to make inline cell changes on the pages for both Effort and Financial.  It is more than the sum of the rights granted for financial and parents rights given alone, but you can put all the rights listed for Financial Rollup and Parents and you would have the same access as the Edit Hierarchy All.

So the correct answer is No.

The work around is to give all the Project Hierarchy OBS rights.
