I am not sure I fully understand your question and what you are looking to understand here. It is possible for a user to login to Enterprise Manager and be shown their 'My Privileged Accounts' which is their most frequently used accounts. They can then in one click check-out a password and launch a RDP session to connect to the server via standard RDP or via the Chrome browser in r12.9 SP1.
Can you describe what you are looking to understand in a bit more details and I'll do my best to answer.
