I want to know if we can call external webservices from ca pam soap operator. As of now we only we CA webservices. For Integration with external environment can we execute webservices from soap?

CA Process Automation can absolutely be used to leverage external API.

This question gets a lot more complicated when we start to discuss if you as a specific client can use PAM in this way. 

For example, if you are entitled to the Process Automation though say a purchase and licensing of CA Service Desk Manager, your license restricts usage of CA Process Automation to the integration with CA Service Desk Manager

So yes, PAM can be used to leverage external web service API, but you will need to discuss with your account team to ensure your contract allows for this usage of PAM.
