Task is marked as Complete and can't change the status

This is for Clarity 14.3


We have a task that is marked as Completed 100%.  We are trying to change the status to Not Started/Started but are unable to.


there are ETCs on resources and roles on this task. 

Someone charged time against this task in July 2015 and then removed the time in a timesheet.


Any suggestions on what to do?
