Issue:

Not able to update concurrent capacity for a Virtual Service Model in the Portal.

Seeing Messages:

"Error attempting to update the attributes for the VSE Service"

"License blocked capacity larger than 1."

"Transaction processing speed is being gated due to licensing restrictions."

Environment: 

All supported DevTest Platforms

Cause:

It can be caused due to license limitations - if you do not have a license for CA Service Virtualization for Performance.

It can also happen when the capacity field takes time to be updated. In this case, the error, "Error attempting to update the attributes for the VSE Service", is generated in the Portal/ Console, but it does not mean the capacity will not be updated, it will take more than 1 minute to update it.

Resolution:

If you have a valid license for CA Service Virtualization for Performance, update the local.properties file of where the VSE is running and enable the performance setting - CA Service Virtualization for Performance.

The VSE will have to be restarted.

Marcy - Thanks for the line but it is not as simple as it seems. To enable performance VSE, customers need to buy the license for CA Service Virtualization for Performance. The pre-req for this is that they should already have a minimum of 5 Power User licenses. The account team should be able to help with this.

also there is no need to add that line to multiple local.properties files. Adding it to the VSE's local.properties should suffice as it would be picked up when the VSE starts up.
