Automate to send a notification

hi guys,

 

we wanted to know if we can automate to send a notification (i.e. whenever a ticket is raised by a VIP) to a particular group of people even if the ticket is not assigned to their queue. if yes , then how. we are working on CA Service Desk 12.5.
