Not of much help I know, but anyhow I had same or similar issue on a no longer existing computer. Don't know though what caused the behaviour to appear, probably something changed in the environment, security patches etc.
As I have a spare computer, I used CAPA developer on that one when needed.
You could of course consider reinstalling CAPA unless you can upgrade to a newer version. Reinstalling is though not guaranteed to help, but won't probably make it worse either
