Your question probably needs more explanation. There are a lot of ways that time can relate to test case automation and/or virtualization. I will take a stab, but might miss the point of your question completely…
1. 1) If you are talking about executing a test on a fixed schedule, I would suggest using CVS (continous validation server) to execute tests
2. 2) If you mean tests that are sequenced in timing, this can also be done via staging documents to meet most requirements.
3. 3) For very advanced variable timing of request throttling, I have used a combination of scripted steps and DevTest standard steps to accomplish the sending of a request at the appropriate intervals. This is not typically required, and not recommended except for extreme situations.
4. 4) If you are talking about virtual services, I would recommend that you take a look at the think time settings that are available.
