You would connect using the hostname or IP address that is associated with the API Gateway node. Have you configured the node to use that IP address? Has it perhaps changed if it was using DHCP instead of a static IP address? You'll want to ensure you can reach the node from wherever your workstation running Policy Manager is.
Also possibly related: check to ensure the Gateway service is running and isn't in an error state or off entirely. The Gateway service must be running in order for Policy Manager to connect.
