What is the Functionality of Fixed duration in task properties in OWB in clarity PPM V14.2
This what the OWB guide says
During the planning process, you can establish and fine tune task durations for all project tasks to obtain an acceptable total project duration. With Open Workbench, you can create tasks with either fixed or variable durations, sometimes referred to as time-constrained and resource-constrained tasks, respectively. Use the General tab on the Task Properties page to define a task's duration.
For example, a meeting task is time-constrained rather than resource-constrained.
The following task duration types are handled differently by Autoschedule:
If the task duration is fixed then the user determines it and can change it even after the resources are assigned and effort set. In autoscheduling the resource load is ignored and the duration is maintained.
When resource effort is applied on a fixed duration task it is applied over the duration. If the user after that increases the length that will add days with zero effort as the resource load is not reaplied.

Task finish date is extending after making task as Fixed Duration
The fixed duration tasks will always maintain the amount of days we have set.
Autoscheduling can move the task back or forward, but always maintaining the length of the task we specified.
If we set a task to be fixed 18 days, then the finsih date will be moved 18 days further in future
In other words the user sets the task length regardless of effort and resource load and autoschedule does not change that.
That is typically used as a shortcut when the PM wants to show task of specific duration in the project schedule and does not bother to take the effort to outwit the scheduling software to do the scheduling as he or she wants.
The downside is that once you go the fixed duration way in you project plan going back to variable duration is very laborous if you want a realistic project plan which resembles the situation in real life.
