If the admins are also not able to do it then I wil have two approaches :
1. Check the global rights of the admin account for "Resource - Hard Book", if its not present then please add it and give it a try.
or
2. Check ur settings for XOG app server, sometimes the app engine stops processing the xog or event requests. In that case check the log and figure out the settings, restart once and see if it works.
Also, want to highlight that your question is not complete. In future do provide the type of rights the account has, log details, error shown on screen while action is performed and also if the module is customized or not
