Initial Password Not Working

We seem to be having the following problem, and wondered if anyone has experienced it.

Once a Resource Manager creates a resource, IT personnel activate the resource and set the initial password (including checking the check box).  We send the user the login information, but they cannot log in until IT personnel goes back in to the resource, re-enters the Password and Confirm Password fields (using the same password that was originally used), and saves.  The user/resource has no problem logging in after that.


We are using version 13.3
