Unable to modify Change Workflow Tasks after creation

We have both a Test and Production environment for CA SDM 14.1. In the Test environment I am able to Insert Task in a Change (new or existing) and then after saving, right-click (or open/edit) and modify the new task to provide a description and amplifying data. However, in Production, I do not have the option to "Modify" and when I open the Task it just has an option for "Event History". I have compared all settings for Security and Role Management, Service Desk >>Change Orders, Application Data, and every other setting I could find; all settings from what I can see mirror the Test environment exactly. I also confirmed that this issue occurs regardless of role set (even Administrator) and occurs in each of the Change Statuses (but cannot replicate at all in Test). I had a co-worker also attempt to locate where this could be different.  Any information would be greatly appreciated.
