CA SDM - Making Activity "Solution..." Mandatory for Certain Statuses

I am not certain if I am missing something but I do not see a dependent attribute for a Solution Activity. I need to make sure a solution is entered into all tickets before Resolve/Closed Statuses. The form for Solution (detail.alg.htmpl) appears to have a simple Description field for entry. Does that mean that the Solution Activity just flags normal User Activity in the logs with the preface "Solution:" or is there an attribute by a different name that I am missing? I also saw you can make it required through the form in WSP but wasn't certain if that was for all statuses or how to narrow that to the statuses of Resolved and Closed only.
