VSE service unable to open HTTPS Certificate file on Linux.

I have updated my service to take the HTTPS CA Certificate file from a folder outside the project area (devtest/hotdeploy). and this works on windows.  If I mis-spell the name, it errors out, and otherwise it works as expected.

On linux, I am getting

java.lang.RuntimeException: Cannot load keystore file named /opt/CA/DevTest/hotDeploy/xyz.pfx
the file is present, has read access to all users, (tho the owner is not the same as the user running VSE (root)

is there any debug approach to determine why the keystore load fails?
this is on 9.5
