I want to delete permanently all incidents raised before 1 July, 2016 as these all are test tickets. How i can do this?
I know Archive and purging method. How i can make that type of rule?

You can certainly do that with archive/purge rules. The first step is that you would need to ensure all of those incidents are in a closed and inactive state, as only closed/inactive tickets would be purged by any rule. Then, you would create an archive and purge rule to purge out incidents that were closed greater than 25 days ago (since today is July 25th, 25 days ago would be July 1st). Here is a screenshot of what it would look like:
This rule would be manually kicked off, and would purge incidents that have been greater than 25 days ago. What you have to keep in mind is that if those test cases were closed after July 1st, then it wont purge those because they have not been closed for 25 days. So remember that its based on the number of days the tickets were inactive, and NOT when the tickets were created - so it can get a little tricky if those test tickets were closed after you went live on July 1st.
Once you save the rule, you can click the "run now" button:
Now with that, depending on how many of these test tickets there are, you may want to run this rule after hours or overnight during off-hours. To do that , you can set the schedule on the rule to run during non-business hours, which would be based on your workshift schedule for non-business hours, and you can set it to recur every 24 hours if it doesnt finish during the first period which it was run. Keep in mind that you will need to adjust the "days inactive" field to reflect the change in date... for example, if you ran it tonight, you can use the 25 days, but if you run it tomorrow night, you would want to use 26 days. And again, also keep in mind that if the tickets were not closed prior to the number of days ago set in the "days inactive" field, then the tickets wont be purged.
