procedure mentioned in step 3. If the command output is blank or empty, perform
step 3.

3 (optional) Enable the json MIME
type :

The last part in step 2 says if the output is blank or empty perform step 3 but step 3 is labelled as optional. Is it really optional? Under what conditions is it optional?

Step 3 is not needed if in step 2 the command returns information indicating that the json MIME is already enabled. If a blank or empty result returns then you must proceed with step 3.
