Issue:
After clicking the 'Commit' button in CodeMeter, I receive a 'Importing CmActLicense failedL The CmActLicense has to be activated again, Error 263' message.
Steps to reproduce the issue:
- Go to C:\Program Files (x86)\CodeMeter\Runtime\bin
- Locate 'CodeMeterCC.exe', right-click, and choose 'Run as administrator'.
- In the CodeMeter Control Center window, under the 'License' tab, select the CM license container 'AgileDesigner'.
- Click either the 'License Update' or 'Activate License' button.
- The 'CMFAS Assistant' window will now show with the Welcome page. Click the 'Next' button.
- Choose the 'Import license update' radio button.
- Click the 'Next' button.
- Click on the '...' button to find and select the licensing activation file given to you by the licensing team (ending in WibuCmRaC).
- Click the 'Commit' button.
Expected result: I receive a message saying the license has been applied successfully. Click the 'Finish' button.
Actual result: I receive the following error message: Importing CmActLicense failedL The CmActLicense has to be activated again, Error 263.
Environment:
CA Agile Requirements Designer (ARD), formerly Test Case Optimizer (TCO)
Release versions 1.9.3 and above.
Cause:
This error usually occurs while importing a license update file using the offline license key activation method. The error means that there is a mismatch between the license container and the license activation (update) file.
License container or 'CmContainer': In this software, CmActLicense keys and licenses locate in a unique, PC-bound license file which has to be created and activated. The term CmContainer is used when the key and license carrier of both variants is addressed.
Resolution:
In CodeMeterCC, you will need to make sure that under the 'License' tab, you only have a license container of 'AgileDesigner' listed.
- Go to C:\Program Files (x86)\CodeMeter\Runtime\bin
- Locate 'CodeMeterCC.exe', right-click, and choose 'Run as administrator'.
- In the CodeMeter Control Center window, look under the 'License' tab. You should only have a license container of 'AgileDesigner' listed.
If you do have any other license containers such as 'AgileDesignerUnb' or 'AgileDesigner-Trial' listed, you will need to delete those.

If you do not have the license container of 'AgileDesigner' listed, you will need to import that into CodeMeterCC.

After having the correct license containers listed, you will need to create a new license request and apply the new license key.
