I have a colleague who has lost access to Rally, and cannot get access to Jira to open a ticket. Can anyone offer any guidance on this?

The best way is to identify who the subscription admin is for your Rally subscription. You can find that out by checking internally with IT or other colleagues, or by contacting Rally support. Then simply contact the admin and they can help restore the account.
