notification on major defects

I would like to setup a notification when a new defect with a major (or above) severity is created, or when a defect's severity is increased to major. How do I do that?

You can create notification rules to send you emails when a defect is either changed or created with a severity of major or above. To do this, please use these steps:
Click on your avatar in the top right
Select My settings
Click on the Notification rule tab
Select Defect as the work product
Click Actions, and select New Notification Rule
Give the rule a name, then select Add Condition
Select Severity from the field selection
Select the <= operator and the value you want used

I have a PM who is suddenly unable to autoschedule a specific project. He is able to autoschedule his other projects, and I can autoschedule this specific project as an admin. We are on 15.1 currently. What could be the potential cause of this?
