Resolution:

On our first call, we noticed the following error, in your startup.log for the TDM Portal
Caused by: java.sql.SQLSyntaxErrorException: ORA-00942: table or view does not exist

But looking at the complete log file, it appears the problem was fixed during the startup of the services, so the next startup of the portal resolved this issue.
Now when you viewed the portal in IE8, you were seeing a blank screen, when we looked at the page source, we did see that a response came back from the TDM Portal, but it was not able to render in IE8
With this release of the portal, you will need IE11 at a minimum to work with the portal. To see the minimum requirements for the portal, you can take a look at the link below
