Is the only way to find this utility through a CA Support case? I don't have it installed and can't find it anywhere. Is there perhaps someone with a download link?

The best way to get the coracleanup utility is to open a case with CA Support, as it is delivered by a T fix. Make sure you let us know the version of Service Desk you are using and whether you use multi-tenancy or not.
