Is there a way to modify the order of appearance of Team Members when selecting who to assign items (stories, tasks, etc) to? Like a "favorites" or "quick picks"?
Aside from setting the "Team member" flag for users in the relevant project(s) you don't have any other options. If you haven't tried that then you should- team members are grouped together and displayed in alphabetical order by user name at the top of the user picklist, before users without the Team Member flag. Between that and context-sensitive lookups as you type, I've never had complaints from users in my subscription about assigning work items. Hope that helps.
I guess that could do for now...
The team/project in question has a long team members list...but I did suggest they start typing in usernames and allowing the auto-fill to complete the username.
They could probably prune their team members list as well.
