Take a look at the EM log.
Under the Custom Metric Agent for each EM, each connected agent as a metric called "Is Clamped” that you can refer to see if the agent is clamping for any reason.
If you are using the workstation client, the APM Console can tell you if there is any clamping happening to any agent or EM.
