Do we have "base 24" with guardian OS monitoring capabilities within UIM ? If not in UIM, any way we can achieve some monitoring of "base 24" systems with guardian OS ?

I am not familiar with Base 24, but if its a device you can use SNMP to monitor it via SNMOCollector.

If its a server you might be able to use RSP probe to monitor a Unix install:
rsp AC Configuration - CA Unified Infrastructure Management Probes - CA Technologies Documentation
Remember that none of these probes are supported on this system. so monitoring must be remote. Also for RSP that it does not natively support base 24 so it should work but has not been tested.
