Is the 'Create a baseline test' function available only for virtual services that have been created in the portal?

I have tried several methods of creating a virtual service (Workstation, createService API, etc.) and it appears that only services created using the portal are available in the Manage->Virtual Services tab. Is there a setting that can make a virtual service appear under the Manage tab?

2. Manage-->Virtual Services will show only created VS's in Portal.

Not completely true. You can also see VS's under Manage, if you deploy a MAR file in the Portal also.
