Putting a resource's actual cost into Clarity is not recommended at all. A very clever person with modest reporting capabilities would be able to expose those values. If you have an over-ridding need to have that value in Clarity, and not within a custom attribute in a highly restricted page, then you should put the value into the Standard Cost field in the Rate Matrix. Standard Cost is not commonly used in the application unless you are using some of the Federal Contracting functions. The Actual Cost from the Rate Matrix is used pervasively in Clarity views, reporting and portlets, and those values will be readily exposed.
