If possible to select one alarm on USM and then manually send email to specific address from there.

at this moment, there is no default alarm action for this. There is the possibility to define your own URL action (see here https://docops.ca.com/ca-unified-infrastructure-management/8-0/en/using/handle-alarms/work-with-alarms-in-usm/create-a-custom-url-action) but I am not aware of a method to pass this to an email address.
What you could try is to configure the emailgtw probe (see https://docops.ca.com/ca-unified-infrastructure-management-probes/en/alphabetical-probe-articles/emailgtw-email-gateway) and have it send "emails on assignment" and then create a Nimbus user with the email address you want to send the alarm to, and assign the alarm to that user. That user would then receive an email with alarm details.

Currently the actions available via USM are limited and this is not an option.
I would suggest raising this as an idea for PM to consider.
