I have designed a small network infrastructure using cisco packet tracer and i want to find out if it is possible to monitor the devices using CA UIM?
I am not entirely sure where you are going with this question. We have several probes that can monitor SNMP devices:

It would depend on your exact requirement and the use case you want to resolve. Essentially, any SNMP device can be monitored, but not every device will work ootb with every probe (such as snmpcollector).
If you just want to test if you can get any data from those devices, I would try snmptd.

As Martin say, you would be able to pull more feedback / input from community space when you place more specific description on your interest of "monitoring". (for example, CPU Usage, log monitoring, Trap management, etc...)

I am trying to install the snmp_collector probe on my primary hub and the documentation says "Install the packages individually on the appropriate hub" and doesn't say which packages i should install. I tried downloading the meta-package from support.nimsoft so that i can extract it and view packages it contains but it only gives me the snmp doc. And again i cannot use the meta-package since well i am not using a remote hub.
1. Please do not deploy snmpcollector probe on your Primary HUB.
Prepare a secondary HUB and deploy snmpcollector probe on the secondary HUB.
(*) This is not technical constraint. This is best practical implementation.
2. Please deploy "PPM" probe on the secondary HUB. It is mandatory probe for Admin Console to open snmpcollector probe GUI.
(*) snmpcollector meta-package is no longer valid for snmpcollector 3.X.
